Social and Emotional Skills: An Operational Framework for Experts and Trainers in Social and Emotional Skills. Volume I

This operational framework is one of the key reference and expert documents produced by Santé publique France to support the multisectoral strategy for the promotion of psychosocial skills (PSS). Formalized by Interministerial Directive 2022-2037, published on August 19, 2022, this strategy aims to “enable all children to develop their psychosocial skills from an early age, throughout their growth, and in all settings,” so that “the 2037 generation will be the first to grow up in an environment that continuously supports the development of PSK.” This document follows the “Framework for Implementation Among Children and Youth: Summary of the State of Scientific and Theoretical Knowledge Produced in 2021” (Santé publique France, 2022). These expert publications from Santé publique France aim to build a shared culture around psychosocial competencies, drawing on up-to-date scientific knowledge as well as French expertise and experience. They also aim to promote the implementation of high-quality interventions and practices across all sectors involving children and youth. This framework aims to promote understanding of the psychological mechanisms underlying each of the psychosocial competencies. By operationally articulating the key psychological knowledge and skills associated with each psychosocial competency, it seeks to enhance professionals’ knowledge and mastery of these competencies. By seeking to structure and formalize the main current scientific and experiential knowledge regarding the functioning of CPS, this framework aims to convey operationalizable knowledge (“actionable knowledge”), useful for practice. Developed by Santé publique France in collaboration with specialists (researchers and/or practitioners), this operational framework, organized into two volumes, addresses each of the 20 specific CPS from the updated classification published in 2022 by the agency. Following an introductory chapter that proposes an intervention framework for high-quality CPS initiatives, the subsequent chapters each focus on a specific CPS. Each CPS chapter explains the CPS in question and presents, in a standardized manner, the key psychological knowledge and skills that need to be strengthened to master it. Each chapter is divided into two parts: A first theoretical section includes the conceptual definition of the CPS, a description of the knowledge and skills, the main direct effects and prerequisite factors, as well as a summary of the essential points to remember; A second practical section presents examples of activities (formal and informal) for adults, youth, and children. This framework consists of two volumes based on the CPS classification by Santé publique France (Santé publique France, 2022), with slight adjustments to form and content. Based on the synthesized operational knowledge, a process for the progressive development of CPS has been identified. The first three general competencies—that is, the first general competency in each CPS category (cognitive, emotional, and social)—represent a preliminary phase of understanding and accepting psychological functioning. This first phase is necessary to develop the regulation and achievement competencies corresponding to the second general competencies in each category. This operational framework is organized around this progressive learning process. Volume I (this document) focuses on the core competencies that enable increased understanding and acceptance of cognitive, emotional, and social experiences (starting with oneself and moving toward others). It addresses the first three general CPS, which encompass 11 specific competencies (6 cognitive, 2 emotional, 3 social): strengthening self-awareness (1st general cognitive CPS), strengthening emotional awareness (1st general emotional CPS), and developing constructive relationships (1st general social CPS). Volume II (forthcoming) focuses on the other CPS that enable improved self-regulation and self-fulfillment. It covers the three other general CPS, which include 9 specific competencies (4 cognitive, 3 emotional, 2 social): strengthening self-control and self-fulfillment (2nd general social CPS), regulating emotions and stress (2nd general emotional CPS), and resolving relational difficulties (2nd general social CPS). This operational framework, which provides an in-depth explanation of the mechanisms of each CPS, is intended for an informed professional audience with knowledge and practical experience in CPS (CPS trainers, CPS program managers, CPS experts, etc.). It will soon be adapted into CPS fact sheets and booklets that are accessible and understandable to a broader audience (as part of a CPS training support kit). This document (available on the Santé publique France website) serves as an operational reference framework that will enable the development of intervention guides and practical resources with content tailored to the audiences and contexts of the various sectors involved in implementing the strategy. It contributes to the sharing of knowledge and a common vision of CPS. It provides a conceptual and operational foundation for developing high-quality CPS interventions across the entire country.
