What indicators can help ensure that public health is taken into account in climate change adaptation policies?
The health impacts of climate change span all areas of public health. Yet they are still largely overlooked in climate change adaptation policies. The development of appropriate indicators could help ensure that health is taken into account when identifying and prioritizing adaptation needs. The creation of indicators requires data, knowledge, and the proper structuring of that information. This can be a valuable approach to bringing together professionals in the fields of the environment, land use planning, urban planning, and public health to collaborate, and ultimately contribute to the integration of health into all policies. This document presents the conclusions of the analysis conducted at Santé publique France to develop indicators of hazard, exposure, vulnerability, impact, and intervention. These indicators must provide quantitative, summary information on health issues likely to be directly or indirectly influenced by past, current, or future climate changes, and enable the analysis of spatial, temporal, or sociodemographic trends. This report proposes a framework for analyzing the scientific, metrological, educational, and decision-making qualities that should be associated with an indicator. These elements are discussed in general terms so that they can be applied to all public health issues potentially affected by climate change, adaptation, or mitigation of its effects, across all geographic scales.
