The “TAC Program” (tobacco, alcohol, cannabis), a tool for preventing and reducing risks associated with substance use among minors under the supervision of the Judicial Youth Protection Service (PJJ)
Studies conducted among young people under the care of the PJJ highlight the accumulation of their social, emotional, academic, and health-related vulnerabilities. The 1997 and 2004 INSERM surveys emphasize that their use of psychoactive substances is higher than that of the general school population. Since 2013, the PJJ Directorate has been committed to a "PJJ Promoting Health" initiative that encourages a comprehensive approach to adolescent health. As part of this effort, the Grand-Ouest Interregional Directorate is organizing a program to support the development of young people’s health, physical, and social competencies (CPS), including the development of educational tools tailored to their needs and the judicial context. The “TAC program” incorporates this approach. Co-developed by the prevention association Liberté Couleurs and PJJ professionals, this four-step initiative combines two individual sessions (with the youth’s assigned educator) and two group sessions (with a PJJ professional and a prevention facilitator). The group sessions aim to challenge the young people’s social perceptions and then foster a process of self-assessment and empowerment. The program is integrated into the comprehensive care plan for the minor and the institution’s or service’s project. The tool is now being rolled out within the PJJ through the organization of action-oriented training in the Greater West interregional area, followed by a national rollout. It has been successfully piloted with other youth-focused organizations (ITEPs, community centers, social centers, etc.). A version for use outside the PJJ is scheduled for release in 2022.
