ITC France National Report: Results of the Second Wave. Promoting Evidence-Based Strategies to Combat the Global Tobacco Epidemic.

The objective of the ITC survey in France was to conduct a comprehensive monitoring and evaluation of national tobacco control measures. The first wave of the ITC France survey took place from December 2006 to February 2007, prior to the implementation of the first phase of the smoking ban. Using a random-digit-dialing method, 1,735 adult smokers and 525 adult nonsmokers were contacted and interviewed. Respondents were then contacted again after the implementation of the second phase of the smoking ban, between September and November 2008, to determine and assess, among other things, the impact of the two phases of the smoking ban. Respondents from the first wave who were "lost to follow-up" were replaced by new participants selected at random in order to maintain the size of each of the smoker and non-smoker samples (replacement sample for the second wave: 473 smokers and 101 non-smokers). For the second wave, the sample included 1,540 smokers, 515 nonsmokers, and 164 former smokers (respondents who identified as smokers in the first wave but had become nonsmokers by the second). Between the two survey waves, several other tobacco control measures were implemented in France. In February 2007, reimbursement for smoking cessation medications (nicotine replacement therapies and varenicline) was introduced, up to 50 euros per year per smoker. In August 2007, the price of the best-selling pack of 20 cigarettes increased by 0.30 euros per pack (from 5 euros to 5.30 euros), and the price of the best-selling pack of rolling tobacco increased by 0.50 euros (from 5.50 euros to 6 euros). The first ITC France national report and its main findings were published in February 2009. These reports describe: 1) the attitudes and behaviors of smokers and nonsmokers prior to the Bertrand Decree taking effect; 2) the impact of the smoking ban on the attitudes and opinions of smokers and nonsmokers; 3) changes in smoking behavior following the ban. This report provides a more comprehensive assessment of the latest tobacco control policies in France approximately 18 months after the smoking ban in indoor public places, on public transportation, and in workplaces, and 8 months after the smoking ban in social venues.
