Santé publique France is France’s national public health agency. A public institution under the authority of the Minister of Health, established by Order No. 2016-246 of April 15, 2016, it works to promote public health. As a scientific and expert agency in the health sector, its missions include:

  1. Epidemiological observation and surveillance of the population’s health status;

  2. Monitoring health risks threatening the population;

  3. Promoting health and reducing health risks;

  4. Developing prevention and health education;

  5. Preparation for and response to health threats, alerts, and crises;

  6. Issuing health alerts.

The agency is organized around scientific and cross-functional departments, as well as departments providing operational support.
Its work program, approved by its Board of Directors, is structured around five priority areas: health determinants, populations, diseases, interventions and regions, and infrastructure.

Division of Noncommunicable Diseases and Injuries (DMNTT)
Unit: Perinatal, Early Childhood, and Mental Health

Responsibilities

Reporting to the Director of the DMNTT, the Head of the Perinatal, Early Childhood, and Mental Health Unit is responsible for the scientific, managerial, and administrative oversight of the team. In this role, he or she:

  • Oversees the development and management of the unit’s activities;

  • Manages the team;

  • Coordinates the network of partners;

  • Contributes to defining strategic directions.

Responsibilities

The head of the Perinatal, Early Childhood, and Mental Health Unit has a comprehensive vision and understanding of public health issues at both the national and regional levels, as well as the ability to identify priorities and areas of focus on the themes addressed by Santé publique France to support public policy decision-making.
The role of a unit manager involves institutional representation. Operationally, the unit manager performs the following functions and activities:

Oversee the unit’s development and scientific direction:

  • Developing and implementing the multi-year and annual work program

  • Ensuring the scientific coordination of work in collaboration with the DMNTT units and other divisions of the agency

  • Providing scientific oversight and validation of the work carried out

  • Facilitate the partner network

  • Contribute scientific expertise to support health policy decision-making

Manage the team:

  • Set work objectives for staff

  • Communicate relevant information to staff and management

  • Mediating, making decisions, and ensuring their implementation

  • Motivate teams and support employees in their daily activities

  • Ensure a positive work environment and employee motivation

  • Prevent and manage difficult situations

  • Evaluate employees’ individual and collective contributions

  • Ensure the development of employees’ skills

  • Participate in the recruitment process, particularly by analyzing hiring needs

  • Facilitate team meetings

Support the management of the DMNTT

  • Help define the strategic direction of the department and the National Public Health Agency

  • Contribute to cross-functional activities of the department and the agency

The individual will participate in any activity falling within the scope of Santé publique France’s missions and within their area of expertise if necessary, in emergency, crisis, or service-related situations.
