The agency is organized around scientific and cross-functional departments, as well as departments providing operational support.
Its work program, approved by its Board of Directors, is structured around five priority areas: health determinants, populations, diseases, interventions and regions, and infrastructure.

Emergency and Crisis Management Division

Responsibilities

Under the authority of the responsible pharmacist, who heads the “pharmaceutical facility” unit, the delegated pharmacist—who serves as the unit head’s deputy—performs technical, managerial, organizational, and supervisory duties. By delegation from the head pharmacist, they assume pharmaceutical responsibility for the pharmaceutical facility to protect the public against serious health threats (Article R5124-2, Section 14 of the Public Health Code) at the Marolles site (National Platform for Strategic Health Stocks, covering an area of 36,000 m² with 70,000 pallet spaces and a significant capacity for medicines stored and distributed under positive and negative refrigeration, as well as surgical and FFP2 masks). The site is required to carry out relabeling operations on the secondary packaging of medicines (GMP).

The delegated pharmacist, who assists the head of the “pharmaceutical facility” unit, oversees, coordinates, and manages activities related to pharmaceutical operations and, in this capacity, has authority over all personnel assigned to the National Strategic Health Stock Platform, namely 3 permanent staff members (the interim delegated pharmacist (present 3 days/week), the operations manager, and the inventory manager) as well as any additional staff as needed.

Responsibilities

Technical duties

  • Oversight of pharmaceutical and logistical activities carried out on-site,
  • Quality control of surgical masks and FFP3 masks,
  • Management of deviations and corrective actions generated on-site,
  • Management of returns at the site,
  • Implementation and monitoring of qualification and validation activities for facilities, equipment, and information systems,
  • Supervision of preventive and corrective maintenance of pharmaceutical facilities and equipment,
  • Monitoring of metrology,
  • Participation in the drafting and monitoring of site quality documentation,
  • Contributing to the development of the quality management system,
  • Annual update of the ANSM facility inventory for the Marolles pharmaceutical facility,
  • Training of new staff, security guards, and cleaning and sanitation personnel at the site on GMP and GCP (including repackaging where applicable),
  • Participation in external audits of carriers and other SpFrance service providers,
  • Participation in self-inspections,
  • Participation in cross-functional projects at the pharmaceutical establishment,
  • Monitoring and tracking expenses in collaboration with the Operations Manager,
  • Monitoring of dashboards and indicators (quality, activity).

Management

  • Contribute to setting the operational objectives necessary for the smooth running of the site,
  • Organize, plan, and assign tasks to staff under your supervision,
  • Establish work procedures and ensure they are followed,
  • Participate in the recruitment and performance management of site employees,
  • Draft job descriptions,
  • Communicate the agency’s guidelines to team members,
  • Ensure the dissemination of information necessary for operations,
  • Serve as the liaison between your area of responsibility and internal and external contacts,
  • Support and advise staff members,
  • Monitor and validate the quality of work,
  • Ensure the development of individual and team skills,
  • Organize and monitor on-call duties at the site,
  • Ensure a positive work environment.

Organizational and management duties in conjunction with the assistant’s role

  • Contribute to defining, monitoring, and achieving the Pharmaceutical Facility’s objectives in collaboration with the logistics manager and the head pharmacist,
  • Proposing and implementing continuous improvement initiatives across all activities of the Pharmaceutical Facility,
  • Replacing the Head Pharmacist during DAC management meetings in the event of absence (via video conference),
  • Delegation of signing authority from General Management in the event of the Head Pharmacist’s absence.
