Characteristics and Outlook of France’s Organized Breast Cancer Screening Program.
Based on European recommendations, the organized breast cancer screening program (DO) was launched in France by the Directorate General for Health in 1994 and expanded nationwide in 2004. It underwent significant changes in 2001, in accordance with the recommendations of the High Authority for Health (HAS), adopting the following procedures: two mammograms per breast every two years, a clinical examination, the option of immediate diagnostic evaluation, double reading of normal mammograms, and the expansion of the target age group from 50–69 to 50–74. These procedures were refined in 2006. In accordance with European recommendations, this program includes a comprehensive quality assurance system that encompasses: training for radiologists and technologists, biannual quality control of all mammography units, double reading of normal images, a cross-insurance-scheme database used for invitations and personalized reminders for women, systematic data collection, and local, regional, and national evaluation. Performance indicators enable international comparisons. Digital systems have been authorized since 2008 with a quality assurance approach. Discussions are underway at the national level to optimize the digital imaging system. (R.A.)
