The primary mission of the Health-Environment-Occupational Safety Expert Committee (CE SET) is to provide advice and recommendations aimed at protecting the health of populations exposed to environmental or occupational hazards. Its responsibilities also include reviewing methodological aspects related to the agency’s guidelines or cross-cutting issues, and it may be called upon to assist the agency on matters requiring specific expertise.

Application Guidelines

The application package must include:

  • a cover letter providing professional and personal contact information, an email address, and a cell phone number;

  • a resume;

  • a list of works/publications from the past 5 years;

  • a public declaration of interests to be completed on the DPI SANTE ministerial portal.

The application must be submitted between August 25 and November 24, 2025, to the following address: CE_SET@santepubliquefrance.fr

Only complete applications will be considered.

Selection of applications for the CE SET will be based on the information provided in the cover letter, the candidates’ experience, and their alignment with the sought-after skills, as well as an analysis of conflicts of interest and the necessary multidisciplinary and diverse composition of the group to address the full scope of the issue at hand.

Please note: Given the ethical principles applicable to Santé publique France, the receipt of personal compensation from industry entities within the scope of the committee’s missions and participation in scientific or strategic advisory activities for those same entities constitute a conflict of interest that is incompatible with appointment to the committee.

Declarations of interest will be reviewed by the Internal Ethics Committee of Santé publique France.

Candidates will be informed of the outcome of the review of their application via email from the committee’s secretariat.

New members will be appointed by decision of the Director General of Santé publique France; the declarations of interests of committee members are published on the DPI SANTE portal.

The composition of the committee is published on the Agency’s website.

Members of the Scientific Council, the Ethics and Professional Conduct Committee, the Steering and Dialogue Committee, and the Board of Directors of Santé publique France are not eligible to apply.

Membership on an expert committee of Santé publique France is incompatible with participation in another committee of the agency, as well as with the existence of any direct contractual relationship with the agency. The exclusion criteria apply to candidates who have not been professionally active for more than three years, as such situations do not allow for the updating of their skills and knowledge in their field.

The mission of the CE SET is to issue opinions and recommendations aimed at protecting the health of populations exposed to environmental or occupational hazards. It may also be consulted on methodological issues (related to methodological frameworks developed by the agency or cross-cutting considerations) and may, where appropriate, assist the agency on cases where the support of the Expert Committee is deemed necessary.

It is intended to carry out its work in response to alerts regarding health or environmental events occurring in local situations and for which the Agency is consulted, as well as based on work conducted within the framework of the Agency’s work program. This work is conducted with an integrated public health perspective and takes into account all available scientific data.

It thus supports the agency in its public health responses and (1) ensures the scientific robustness of the conclusions produced, (2) guarantees the expertise and scientific independence of the public health responses provided, and (3) formulates, in accordance with the Charter of Health Expertise, conclusions and recommendations on the various actions to be implemented.

Composition

This committee currently consists of 14 members (excluding complementary profiles currently being sought), appointed by the Director General of Santé publique France.

Committee members serve in their own capacity and therefore cannot be replaced.

The combined expertise within this committee must provide multidisciplinary, cross-cutting, and complementary expertise, enabling it to address the various situations under review in a comprehensive manner. This expertise must be capable of informing the formulation of conclusions and recommendations regarding initiatives ranging from local to national in scope.

Skills Sought

The complementary profiles sought (2 to 3 members sought) are qualified individuals at the national and international level, French-speaking, and recognized for their expertise in the humanities and social sciences, particularly in sociology, political science, geography, and anthropology. The targeted expertise must cover the following themes: public health, environmental health, and occupational health.

Furthermore, an openness to animal health and ecosystem status issues, with a view to incorporating the “One Health” concept, is desirable.

General Qualifications

  • Scientific expertise in public health and the humanities and social sciences;

  • Ability to work collaboratively and in a multidisciplinary setting;

  • Experience participating in expert panels;

  • Experience in formulating operational responses or recommendations for decision-makers, health prevention and promotion stakeholders, and the general public;

  • Very good knowledge of public health issues related to the environment or the workplace.

Specific skills

  • Methodological expertise in epidemiology / humanities and social sciences / geography, in the field of environmental health and/or occupational health (examples: social and political studies of the environment, spatial approaches, local context analyses, analysis of social health inequalities and environmental justice, social and economic determinants of health, organizations and working conditions).

  • Knowledge of recent publications in the relevant field.

Functioning of the SET Committee

Committee members are appointed for the current term. The committee’s term will expire on December 8, 2027.

The SET Steering Committee meets a maximum of six times a year in plenary session, either in person at the Santé publique France site in Saint-Maurice or via videoconference. Videoconference meetings may be organized as needed depending on the issues to be addressed (subgroup work on a specific issue, organization of hearings, etc.).

Members sign a “Confidentiality and Commitment Agreement” and commit to regularly attending meetings and participating in any necessary drafting or proofreading work in between meetings. They also commit to familiarizing themselves with the applicable Ethical Principles and to adhering to them.

Members have access to information held by Santé publique France that is necessary for the requested work.

Committee members are bound by professional secrecy and discretion regarding any document or information they have become aware of as a result of their participation in the committee, until its publication by Santé publique France.

The Director General of Santé publique France provides them with the resources necessary for the committee’s operation.

The scientific coordination and administrative secretariat of this committee are provided by the Health, Environment, and Labor Directorate (DSET) of Santé publique France.

The committee may conduct hearings with any individual whose knowledge and experience are deemed necessary for its mission, subject to the submission of a declaration of interests.

Members of the CE SET may be required to work in subgroups depending on the cases under review.

In accordance with Article L. 1451-1-1 of the Public Health Code, expert committee meetings are recorded; members of these committees have the right to access these recordings.

Travel and subsistence expenses are reimbursed in accordance with the terms and conditions applicable to civilian government employees.

Compensation for loss of income in the case of self-employed individuals, as well as compensation for time spent attending meetings and for work performed, will be provided in accordance with the schedule established by the Board of Directors of Santé publique France.

Your personal data is processed under the responsibility of Santé publique France. The processing is based on the implementation of pre-contractual measures related to the applicant’s application to the committee.

  • For unsuccessful candidates: CVs and application materials will be deleted within three months following the conclusion of the selection process;

  • For successful candidates on the committee:

    • CVs and application files will be retained for up to one year after the end of your term of office as part of your participation on the committee;

    • Certain financial documents (bank account information, proof of identity, etc.) that may be requested from you at a later date, as they are necessary for the reimbursement of your travel expenses and compensation, must, in accordance with the law, be retained for 5 years after the final payment.

The data will be processed by authorized personnel at Santé publique France, and its subcontractors will have access to this information only to the extent necessary for the performance of their duties.
