Santé publique France is headed by a Director General, appointed by order of the Minister of Health and Prevention, and is assisted by a Deputy Director, a Scientific Director, and a Chief of Staff.

A number of principles, all of which adhere to the agency’s ethical and professional philosophy, guide its planning and operations. The first of these is to ground the agency’s expertise and actions in evidence-based data.
It also involves integrating into all programs the concept of a continuum between the major functions of public health (from knowledge generation to the development of prevention measures or responses to crisis situations). Furthermore, Santé publique France gives prevention and health promotion a central role in its programs and promotes democracy by engaging with society, particularly through participatory approaches. Finally, the local and regional dimension of its work, which is of paramount importance, is developed through the presence of regional units in the various territories.
Our Governance Bodies
The governance of Santé publique France is based on a founding principle of openness and dialogue, which ensures collective expertise and transparency. It is organized around four councils.
The Board of Directors
The Board of Directors consists of 33 members (including 9 government representatives), responsible for deciding on the agency’s major strategic directions, its program of activities, and the human and financial resources necessary to carry out its missions. The term of office for Board members is four years, renewable once.
The Scientific Council
The Scientific Council consists of 27 members, responsible for ensuring the quality and consistency of the agency’s scientific policy. Members are appointed upon the recommendation of our Director General for a four-year term, renewable by decision of the Chair of the Board of Directors, following approval by the Board of Directors of the list of members.
The Ethics and Professional Conduct Committee
The Ethics and Professional Conduct Committee consists of 7 members responsible for ensuring compliance with the ethical and professional conduct rules applicable to the agency, its staff, and its occasional collaborators. Its members are appointed for a four-year term by decision of the Chair of the Board of Directors.
The Steering and Dialogue Committee
The Steering and Dialogue Committee consists of 10 to 20 members responsible for articulating society’s expectations and concerns regarding public health. Its members are appointed for a four-year term, renewable once, by decision of the Chair of the Board of Directors.
