Call for Applications to Form a Committee of Experts on Health, Environment, and Occupational Safety
Santé publique France is inviting applications to form a Committee of Experts on Health, Environment, and Work. Application deadline: September 17 (inclusive).
Santé publique France has identified the “Environmental Health, Climate Change, and Occupational Health” component as a strategic public health priority for the agency’s work. The purpose of the actions it undertakes on this issue is to provide useful knowledge to inform policymakers responsible for public policies aimed at improving people’s living conditions, including those at work, and, based on this knowledge, to recommend measures to protect the health of populations exposed to environmental and/or occupational hazards. To this end, it is essential that the agency:
ensure the scientific robustness of the conclusions produced, based on the best possible methodological standards,
guarantee the expertise and scientific independence of the public health responses provided, and
formulate, in accordance with the Charter on Health Expertise, opinions and recommendations to public authorities or other relevant stakeholders regarding the various actions to be implemented.
In this context, the agency has decided to strengthen its reliance on external expertise by establishing:
a list of qualified external experts who can, when necessary, support the Agency’s scientific and expert activities in developing its public health responses, particularly in response to signals related to the general or occupational environment;
a multidisciplinary expert committee capable of formulating opinions and recommendations with the aim of protecting the population and within an integrated public health framework, following signals and/or the Agency’s work in the fields of environmental health or occupational health.
Two calls for applications are therefore being issued to establish each of these groups. The missions and operating procedures of these groups are specified in each call.
This call for applications is for the Health, Environment, and Labor (SET) Expert Committee. The call for applications for the roster of external qualified individuals is available here.

Your personal data is processed under the responsibility of Santé publique France. This processing is based on the implementation of pre-contractual measures related to the applicant’s application to the SET Committee.
For unsuccessful candidates: CVs and application materials will be deleted within three months following the conclusion of the selection process;
For successful candidates on the committee:
CVs and application materials will be retained for up to one year after the end of the term in connection with your participation on the committee;
certain financial documents (bank details, proof of identity, etc.) that may be requested from you at a later date, as they are necessary for the reimbursement of your travel expenses and allowances, must, in accordance with the law, be retained for 5 years after the final payment.
The data will be processed by authorized representatives of Santé publique France, and its subcontractors will have access to this information only to the extent necessary for the performance of their duties.

The selection of applications for the Health-Environment-Work Expert Committee will be based on the information provided in the application, the candidates’ alignment with the required skills, an analysis of conflicts of interest, and the necessary multidisciplinary and diverse composition of the group to address the full scope of the issue at hand.
Please note: in accordance with SpFrance’s best practices for preventing conflicts of interest, participation on industry boards and the receipt of personal compensation from companies operating in the committee’s field of work constitute a conflict of interest that is incompatible with appointment to the committee.
Declarations of interest will be reviewed by the Internal Ethics Committee of Santé publique France.
Candidates will be informed of the outcome of the review of their application via email from the committee’s secretariat.
Members will be appointed by decision of the Director General of Santé publique France; the declarations of interests (DPI) of the members of the Health-Environment-Work Expert Committee are published on the DPI SANTE portal.
The committee’s membership is published on the Agency’s website.
Members of the Scientific Council, the Ethics and Professional Conduct Committee, and the Steering and Dialogue Committee of Santé publique France are not eligible to apply.
Exclusion criteria apply to candidates who have not been professionally active for more than three years, as such situations do not allow for the updating of their skills and knowledge in their field.
The National Public Health Agency, established by Order No. 2016-462 of April 14, 2016, is a public administrative agency under the supervision of the Ministry of Health.
Regarding health-environment and occupational health issues, the agency’s mission is to assess and quantify exposure to environmental and occupational risk factors. The objective is to measure and prevent health impacts, promote health-promoting environments, and evaluate the effectiveness of implemented measures. To this end, it:
develops and manages systems for monitoring occupational and/or environmental exposures;
develops and manages systems for monitoring diseases;
characterizes health impacts related to the general and occupational environment.
The agency is also called upon to investigate signals:
related to the occurrence of a health event deemed unusual and suspected of being linked (or proven to be linked) to the environment or work;
related to exposure to one or more hazards in the general or occupational environment that are more or less well-defined and suspected of having an impact on public health.
These signals concern the entire territory, both metropolitan and overseas, and are of a wide variety, making their investigation complex.
“Within its scope of competence and to carry out its missions, the agency applies expertise in accordance with the principles set forth in Article L. 1452-1. Its opinions and recommendations are issued in compliance with the provisions of Article L. 1452-2. Subject to respect for privacy and secrets protected by law, in particular the rules relating to the protection of national defense secrets, its opinions and recommendations are made public.”
The Expert Committee will be tasked with issuing opinions and recommendations aimed at protecting the health of populations exposed to environmental or occupational hazards. It may also be consulted on methodological issues (related to methodological frameworks developed by the agency or cross-cutting considerations) and, where appropriate, may assist the agency on cases where the Expert Committee’s support is deemed necessary.
It will be tasked with conducting its work in response to alerts regarding health or environmental events occurring in local contexts and for which the agency is notified, as well as based on work carried out within the framework of the agency’s work program. This work will be conducted with an integrated public health approach and will take into account all available scientific data.
It will thus support the agency in its public health responses and ensure a comprehensive overview of the work and investigations conducted at various levels of action, with a focus on consistency and within a surveillance-prevention continuum.
This committee will consist of approximately twenty members, appointed by the Director General of Santé publique France.
Committee members will serve in their personal capacity and therefore may not be replaced.
The expertise brought together in this committee must provide multidisciplinary, cross-cutting, and complementary knowledge, enabling it to address the various situations under review in a comprehensive manner. This expertise must be capable of informing the formulation of opinions and recommendations on initiatives ranging from local to national in scope.
The target profiles are qualified individuals at the national and international levels, who are French-speaking and recognized for their expertise in public health, particularly in environmental health or occupational health. Furthermore, an openness to animal health and ecosystem conditions, with a view to incorporating the “One Health” concept, is desirable.
General skills:
ability to work collaboratively and in a multidisciplinary setting;
strong knowledge of public health processes;
experience participating in expert panels;
experience in developing operational responses or recommendations for decision-makers, health prevention and promotion stakeholders, and the general public;
strong knowledge of environmental and occupational health risks.
Specific skills related to environmental health or occupational health:
public health;
epidemiology (descriptive, analytical, evaluative);
biostatistics;
toxicology;
measurement of environmental and biological exposures;
assessment of dietary, environmental, and/or occupational exposures;
biomonitoring;
various medical and/or clinical specialties such as general medicine, occupational medicine, genetics (gene-environment interactions, genetic origins of certain diseases), oncology, geriatrics, pediatrics, neurology, pulmonology, etc.;
agronomy, veterinary sciences, biodiversity;
environmental and/or occupational risk assessment;
health policy;
humanities and social sciences;
health prevention/promotion and advocacy;
communication;
ethics;
health economics;
health inequalities.
Finally, expertise in animal health and ecosystem status related to the “One Health” concept will also be considered.
Committee members are appointed for a three-year term.
The committee will meet 6 to 8 times a year, starting in September 2022, and as needed depending on the matters it has to address.
Members will sign a “Confidentiality and Commitment to Attend Meetings Agreement” and agree to attend meetings regularly and to participate in any necessary drafting or proofreading work in between meetings.
Members will have access to information held by Santé publique France that is necessary for the requested work.
The Director General of Santé publique France will provide the resources necessary for the committee’s operations.
The committee will be assisted in its work by a scientific secretariat and by all SpFrance teams working on issues in this field. The scientific and administrative secretariat for this committee will be provided by the Health, Environment, and Work Directorate of Santé publique France.
The committee may conduct hearings with any individual whose knowledge and experience are deemed necessary for its mission.
Travel and subsistence expenses are reimbursed in accordance with the terms and conditions applicable to civilian government employees.
Compensation for loss of income in the case of self-employed individuals, as well as compensation for time spent attending meetings and for work performed, will be provided in accordance with the schedule established by the Board of Directors of Santé publique France.
