Call for Applications to Establish a Roster of Qualified External Experts to Support Santé publique France’s Scientific and Expert Activities in the Field of Health, Environment, and Occupational Safety

Santé publique France is inviting applications to establish a roster of qualified external experts to support its scientific and expert activities in the fields of health, environment, and occupational health. Applications will be accepted throughout the term of office, which runs until March 2025.

Santé publique France has identified the “Environmental Health, Climate Change, and Occupational Health” component as a strategic public health priority for the agency’s work. The purpose of the actions it undertakes on this issue is to provide useful knowledge to inform policymakers responsible for public policies aimed at improving people’s living conditions, including those at work, and, based on this knowledge, to recommend measures to protect the health of populations exposed to environmental and/or occupational hazards. To this end, it is essential that the agency:

  1. ensure the scientific robustness of the conclusions produced, based on the best possible methodological standards,

  2. guarantee the expertise and scientific independence of the public health responses provided, and

  3. formulate, in accordance with the Charter on Health Expertise, opinions and recommendations to public authorities or other relevant stakeholders regarding the various actions to be implemented.

In this context, the agency has decided to strengthen its reliance on external expertise by establishing:

  • a list of qualified external experts who can, when necessary, support the Agency’s scientific and expert activities in developing its public health responses, particularly in response to signals related to the general or occupational environment;

  • a multidisciplinary expert committee capable of formulating opinions and recommendations with the aim of protecting the population and within an integrated public health framework, following signals and/or the Agency’s work in the fields of environmental health or occupational health.

Two calls for applications are therefore being issued to establish each of these groups. The missions and operating procedures of these groups are specified in each call.

This call for applications is for the creation of a roster of qualified external experts in occupational health and safety. The call for applications for the Expert Committee is available here.

The application must be submitted via this link, along with the following documents:

  • a cover letter (to be named LAST_NAME_FIRST_NAME_CL);

  • a resume (to be named LAST_NAME_FIRST_NAME_CV);

  • a list of works/publications from the past 5 years (to be named LAST_NAME_FIRST_NAME_PUBLI).

A public declaration of interest must also be completed on the DPI SANTE ministerial portal, accessible at dpi-declaration.sante.gouv.fr.

Applications may be submitted at any time until March 2025 at the latest. Qualified individuals may also withdraw their application from the list at any time during this period by simply notifying Santé publique France in writing.

Your personal data is processed under the responsibility of Santé publique France. This processing is based on the implementation of pre-contractual measures related to the application by the data subject to the list of qualified external experts supporting the agency’s scientific and expert activities on SET topics.

  • For all registered individuals: CVs and registration files will be deleted within three months of October 1, 2025, the date of the list’s renewal.

  • For registered individuals who will carry out a specific assignment:

    • CVs and registration files will be retained for up to one year after the end of the assignment;

    • certain financial documents (bank details, proof of identity, etc.) that may be requested from you at a later date, necessary for the reimbursement of your travel expenses and compensation, must, in accordance with the law, be retained for 5 years after the final payment.

The data will be processed by authorized representatives of Santé publique France and by its subcontractors, who will have access to this information only to the extent necessary for the performance of their duties.

Only complete applications will be considered.

The selection of applications for the role of external expert in Occupational Health, Safety, and Environment will be based on the information provided in the application, the candidates’ alignment with the required skills, an analysis of conflicts of interest, and the necessary multidisciplinary approach and diversity of the selected experts to address the full scope of the issue at hand.

Please note: in accordance with SpFrance’s best practices for preventing conflicts of interest, participation in industry “boards” and the receipt of personal compensation from industry entities within the scope of the work to be entrusted to external qualified experts constitute a conflict of interest that is incompatible with their appointment.

Declarations of interest will be reviewed by Santé publique France’s Internal Ethics Committee.

Candidates will be informed of the outcome of the review of their application via email from the secretariat of this list.

Members of the Scientific Council, the Ethics and Professional Conduct Committee, and the Steering and Dialogue Committee of Santé publique France are not eligible to apply.

Exclusion criteria apply to candidates who have not been professionally active for more than three years, as such situations do not allow for the updating of their skills and knowledge in their field.

The National Public Health Agency, established by Order No. 2016-462 of April 14, 2016, is a public administrative agency under the supervision of the Ministry of Health.

Regarding health-environment and occupational health issues, the agency’s mission is to assess and quantify exposure to environmental and occupational risk factors. The objective is to measure and prevent health impacts, promote health-promoting environments, and evaluate the effectiveness of implemented measures. To this end, it:

  • develops and manages systems for monitoring occupational and/or environmental exposures;

  • develops and manages systems for monitoring diseases;

  • characterizes health impacts related to the general and occupational environment.

The agency is also called upon to investigate signals:

  • related to the occurrence of a health event deemed unusual and suspected of being linked (or having a proven link) to the environment or work;

  • related to exposure to one or more hazards in the general or occupational environment that are more or less well-defined and suspected of having an impact on public health.

These signals concern the entire territory, both metropolitan and overseas, and are of a very diverse nature, making their investigation complex.

“Within its scope of competence and to carry out its missions, the agency applies expertise in accordance with the principles set forth in Article L. 1452-1. Its opinions and recommendations are issued in compliance with the provisions of Article L. 1452-2. Subject to respect for privacy and secrets protected by law, in particular the rules relating to the protection of national defense secrets, its opinions and recommendations are made public.”

The roster of qualified experts has been established to enable the flexible and responsive mobilization of external expertise that may be necessary to ensure a robust and independent scientific assessment of public health responses, particularly in response to requests made to Santé publique France.

It will thus support the agency in investigating (i) health signals suspected of being linked (or with a proven link) to the environment or the occupational setting, or (ii) environmental signals (including the occupational setting) suspected of having an impact on the health of the population. For example, the agency may be called upon to address public health issues related to:

  • possible disease clusters suspected of being linked to exposures in the general or occupational environment;

  • requests for epidemiological investigations aimed at characterizing mortality or morbidity data for populations located near sources of pollution;

  • requests for exposure studies and health impact assessments for populations living near industrial sites or contaminated soil;

  • requests for investigations aimed at characterizing the health impact of a technological or natural accident.

In most situations, the agency engages in dialogue with exposed populations and the joint committees of the companies concerned to address their concerns.

The expertise identified in the list of external qualified experts will enable the specific nature of each situation to be taken into account while ensuring the consistency of the responses provided. The qualifications of the experts on this list will thus support the Agency’s scientific and expert activities. In particular, they will be able to:

  • provide a scientific assessment complementary to that of the Agency;

  • make recommendations on proposed approaches and protocols;

  • contribute to a comprehensive analysis of the situation by incorporating all information available to Santé publique France, as well as from other stakeholders.

These qualified experts may:

  • be called upon to participate in an Agency committee related to an investigation, a study, or work carried out within a project or program (excluding the Expert Committee);

  • support the Health-Environment-Work Expert Committee when deemed necessary;

  • be called upon to respond to a specific scientific assessment that does not require collective expertise.

The qualified experts on the list may be called upon to address urgent matters within timeframes that may be constrained by the urgency of responding to a request from the health authority.

The list of qualified external experts will consist of an unlimited number of members. They will be appointed on an ad hoc basis by the Director General of Santé publique France to carry out a specific assignment.

Members of this list will be appointed in their own right and therefore cannot be replaced.

The expertise required must enable the agency to characterize population exposure, analyze factors influencing exposure (vulnerable populations, social factors, behaviors, etc.), assess risks and their impacts on the population, and define preventive measures for health authorities and the affected populations.

All issues and topics related to the fields of environmental health and occupational health are covered. In particular, qualified experts will be selected to cover a variety of areas of expertise that enable an understanding of the various public health dimensions of the field:

  • Diseases linked or suspected to be linked to the environment and/or work: cancer, musculoskeletal disorders (MSDs), respiratory diseases, mental health disorders and neurodegenerative diseases, reproductive disorders/pathologies…

  • Risk factors in the general and/or occupational environment: indoor and outdoor air quality, temperature/climate change, urban planning, contaminated sites and soils, noise, water (particularly regarding chemical aspects), biodiversity, sectors of activity…

  • Populations: general, vulnerable, occupational (active or inactive)...

  • Issues: monitoring, risk/impact assessment, prevention, …

Furthermore, an openness to animal health and ecosystem status is desired, with a view to incorporating the “One Health” concept.

  • the National Health Data System (SNDS)

  • methodology related to the investigation of spatiotemporal clusters and unexplained collective syndromes

  • occupational health

  • geographic information systems

  • regional health inequalities

  • the conduct or critical analysis of literature reviews and meta-analyses

  • the development of composite indicators of exposure and environmental pressure

  • the implementation of participatory approaches

  • the translation and use of knowledge and evidence to support public decision-making

  • advocacy efforts and the implementation of public health policies among the population.

Finally, expertise in animal health and ecosystem status (ecology, zoonoses, hydrology, expertise on the presence of antibiotics and bacterial resistance genes in the environment, etc.) in line with the “One Health” concept will also be considered.

Members of the list are appointed for a maximum of three years, that is, until July 2025.

External qualified individuals will be called upon on an ad hoc basis as needed. The expected outcomes, response deadlines, and methods of interaction (in-person meetings, email exchanges, etc.) will be specified for each request. Membership on this list of qualified experts will therefore not necessarily result in each member being called upon by Santé publique France. Similarly, a member who receives a proposal for an assignment from Santé publique France will have the option to decline it.

Beyond these ad hoc requests, the qualified experts will be invited by Santé publique France to meet approximately once a year (indicative frequency, to be confirmed) for training and information purposes. Feedback on certain requests may be provided. This organizational structure ensures greater consistency in managing and responding to requests.

Members selected will sign a “Confidentiality and Commitment to Participate in the Work” agreement and commit to participating in any necessary drafting or proofreading work in the interim related to the assignment entrusted to them.

Members will have access to the information held by Santé publique France that is necessary for the requested work.

Reimbursement of any travel and accommodation expenses, any compensation, and remuneration are handled in accordance with the agency’s current policies.
