The selection of applications for the “National Healthcare-Associated Infections” Committee will be based on the information provided in the cover letter, the candidates’ alignment with the required skills, an analysis of conflicts of interest, and the necessary multidisciplinary and diverse composition of the group to address the full scope of the issue at hand. Declarations of interest will be reviewed by Santé publique France’s Internal Ethics Committee.
Candidates will be notified of the outcome of their application via email from the committee’s secretariat.
Members of the MNIAS Committee are appointed by decision of the Director General of Santé publique France; the DPI records of committee members are published on the DPI SANTE website.
Members of the Scientific Council, the Ethics and Professional Conduct Committee, and the Steering and Dialogue Committee of Santé publique France are not eligible to apply.
The new member will be appointed for the remainder of the term, that is, until July 2022.
The National Public Health Agency, established by Order No. 2016-462 of April 14, 2016, is a public administrative agency under the supervision of the Ministry of Health.
Its missions are as follows:
epidemiological observation and monitoring of the health status of the population;
monitoring health risks threatening the population;
health promotion and the reduction of health risks;
developing prevention and health education;
preparation for and response to health threats, alerts, and crises;
issuing health alerts.

Santé publique France has been entrusted with the coordination of the national missions of the Centers for Support in the Prevention of Healthcare-Associated Infections (CPias) – Decree No. 2017-129 of February 3, 2017, on the prevention of healthcare-associated infections. In this context, Santé publique France has issued a call for proposals to the CPias to support their efforts in coordinating surveillance, information, and prevention activities at the national level.
Reporting to the Director General of Santé publique France, the Committee on National Missions for Healthcare-Associated Infections (CMNIAS) is a body responsible for drafting calls for proposals and evaluating projects, in accordance with the agency’s committee structure. It assists Santé publique France in drafting the terms of reference for the national missions covered by the call for proposals and evaluates the scientific quality of the applications received to enable the agency to select them. It also conducts an annual evaluation of the activities of the Centers for Support in the Prevention of Healthcare-Associated Infections (CPias) corresponding to the national missions.
The CMNIAS comprises members (9), appointed on a personal basis, and institutional representatives (9) from the DGS, the DGOS, the SGMAS, the ARS, the HAS, the CNAMTS, and Santé publique France (2 representatives from the DMI and one representative from the DIRe). Institutional representatives participate in an advisory capacity.
The Committee’s work is based on scientific analysis that takes into account the missions of the CPias and Santé publique France and incorporates the objectives of PROPIAS. The resulting proposals are forwarded to the Agency’s Director General to be brought to the Ministry’s attention prior to implementation.
Composition of the “National Healthcare-Associated Infections” Committee and Required Qualifications
To meet the established objectives, the Committee must be composed of healthcare professionals (physicians, pharmacists, healthcare managers, nurses) with expertise in the field of surveillance and prevention of healthcare-associated infections and antibiotic resistance.
This committee consists of 20 members, appointed by the Director General of Santé publique France.
Committee members serve in their personal capacity and may not be replaced.
This committee was established for a term of five years, effective as of the date the decision establishing it was signed.
As the committee was established on July 17, 2017, by decision of the Director General of Santé publique France (Decision 2017-DG-396), the term of office is still in effect; this call for applications applies to the remaining period until the end of the current term of office. The successful candidate will be appointed for the period from the date of the amending decision regarding the replacement of an expert member until July 16, 2022.
The committee meets at least twice a year for one day, with an estimated workload for members of 3 to 5 days per year. A few additional meetings (held by telephone) may be scheduled as needed to monitor the committee’s projects or ad hoc work.
Members are subject to a “Confidentiality Clause and a commitment to attend meetings regularly” and to participate in any necessary drafting or proofreading work in between meetings.
Members have access to information held by Santé publique France that is necessary for the requested work. The Director General of Santé publique France provides them with the resources necessary for the committee’s operation.
The scientific and administrative secretariat of this committee will be provided by the Infectious Diseases Directorate of Santé publique France.
The committee may conduct hearings with any individual whose knowledge and experience are deemed necessary for its mission.
Travel and subsistence expenses are reimbursed in accordance with the terms and conditions applicable to civilian government employees.
Compensation for committee members for attending meetings and performing work (proofreading and editing texts prepared by the Agency, drafting content, etc.) will be paid according to the schedule established by the Board of Directors of Santé publique France.
