Santé publique France, the national public health agency, is inviting applications to appoint twenty qualified individuals—including ten from within the agency—to the editorial board of the journal *La Santé en action*. Application deadline: July 26, 2024.

Application Guidelines

The application package must include:

  • a cover letter including professional and personal contact information, an email address, and a cell phone number1;

  • a resume;

  • a list of works/publications from the past five years;

  • a public declaration of interests (DPI) to be completed on the DPI SANTE ministerial portal.

Selection Criteria

Only complete applications will be considered.

The selection of applications for the editorial board of La Santé en action will be based on the information provided in the cover letter, the candidates’ alignment with the desired skills, and an analysis of conflicts of interest. The selection process must ensure plurality and diversity in the composition of the board.

Declarations of interest will be reviewed by the Internal Ethics Committee of Santé publique France.

Given the ethical principles applicable to Santé publique France, the receipt of personal remuneration from industry players within the scope of the agency’s missions and participation in scientific or strategic advisory activities for these same industry players constitute a conflict of interest that is incompatible with appointment to the committee.

Candidates will be notified of the outcome of the review of their application via email from the journal’s secretariat.

The following individuals are not eligible to apply:

  • members of the Board of Directors, the Scientific Council, the Ethics and Professional Conduct Committee, and the Steering and Dialogue Committee of Santé publique France.

  • individuals who have not been active in the field of health promotion for more than five years.

Members are appointed by decision of the Director General of Santé publique France. Their DPI is published on the DPI SANTE portal.

Missions of Santé publique France

The National Public Health Agency, established by Order No. 2016-462 of April 14, 2016, is a public administrative agency under the supervision of the Ministry of Health.

The Editorial Policy of *La Santé en action*

La Santé en action, a quarterly journal dedicated to prevention, education, and health promotion, is published by Santé publique France. Along with the Bulletin épidémiologique hebdomadaire (BEH), a peer-reviewed journal, it is part of the Scientific Outreach Unit within the Directorate of Communication and Dialogue with Society.

The journal is available for free on the Santé publique France website in PDF and accessible e-pub formats.

It has 22,500 subscribers to the digital version. With a print run of 7,000 copies, the print version is sent to community organizations and institutions.

La Santé en action is aimed at professionals in education, health, and social services working in the public sector—particularly in local governments—and in the private sector.

The journal disseminates scientific knowledge in the field in French and presents effective or promising interventions in the field. Its editorial focus, centered on the theme of reducing social and regional health inequalities, positions it as a practical resource for professionals. It incorporates recent health promotion concepts established by the scientific literature, such as citizen and stakeholder participation, accessibility, and health literacy.

Particular attention is paid to initiatives carried out in local regions, including overseas territories, and to international experiences.

Each quarter, a thematic feature presents scientific articles (epidemiological data, state of research, evidence-based prevention programs). The floor is given to field practitioners through interviews conducted by journalists. This is what makes the journal unique.

Articles or interviews in the “Outside the Feature” section shed light on prevention initiatives or recent experiments.

Responsibilities of the Editorial Board of *La Santé en action*

The editorial board ensures the quality of content for a leading publication in prevention, education, and health promotion.
Its members ensure the diversity and relevance of the topics covered, the promotion of the most recent approaches, the coherence of the issues addressed, as well as compliance with ethical, legal, and regulatory provisions, and adherence to the rules of scientific integrity.

The editorial board is led by the editor-in-chief of La Santé en action, with support from the journal’s assistant and the head of the scientific outreach unit.

Committee Mandate

  • Development of the Journal’s Table of Contents

The editorial board helps define the journal’s content. It proposes ideas for special issues. It recommends authors with recognized expertise in a given topic, from whom articles are commissioned. It approves specialists or field professionals who may be interviewed.

Each special issue is led by a group of coordinators, consisting of two experts from Santé publique France and two individuals from outside the institution. The editorial board also suggests potential coordinators.

At each meeting, the editorial board discusses a proposed feature presented by the coordinators. During their term, each member of the editorial board participates in coordinating at least one feature within their area of expertise.

  • Peer Review of Articles

Each article in the issue is reviewed by at least two people—members of the editorial board or external reviewers designated by them—according to criteria established in a review grid.
These two reviews are in addition to those conducted by the feature coordinators. They are essential to ensuring the quality of the content and its alignment with the editorial line of La Santé en action.

The peer review work is divided among the members of the editorial board, who undertake to review articles falling within their areas of expertise.

Article proposals, sent unsolicited to the journal by academics or professionals wishing to share the results of their research or experiments, are subject to a preliminary review by the committee.

Composition of the Committee

The editorial board consists of twenty members, including 10 qualified individuals from outside the agency who are appointed by the Director General of Santé publique France and recruited through a public call for applications.

Required Qualifications

To develop the journal’s content, the editorial board must bring together a wide range of multidisciplinary expertise in prevention, education, and health promotion. We are
seeking a variety of profiles: researchers and academics from diverse disciplines (public health, sociology, psychology, education, anthropology, epidemiology, evaluation, etc.) and practitioners with experiential knowledge.

  • Knowledge of and involvement in the fields of public health, prevention, health promotion, and health education;

  • Experience participating in working groups;

  • Writing and proofreading skills;

  • Publications of scientific and/or professional writings in journals/books or field experience: knowledge of scientific integrity guidelines, particularly in the field of article publication.

Committee Operations

Members of the editorial board are appointed for four years, with the term renewable once. They sign a “confidentiality agreement and commitment to attend meetings.”

The editorial committee meets four times a year for half a day—in person at Santé publique France and/or via videoconference. In addition, it may meet in smaller groups, as often as necessary, via videoconference.
Its members appoint a chair of the editorial board, who represents the group without any hierarchical ties. The chair has the authority to advocate on behalf of the board with
the executive management of Santé publique France. The executive director of Santé publique France provides the editorial board with the resources necessary for its operation. The secretariat is managed by the scientific outreach unit.

Travel Allowances and Expenses

Travel and accommodation expenses are covered under the conditions applicable to civilian government employees. Only reimbursement for travel within mainland France is provided. However, for the committee’s inaugural meeting, coverage of long-distance travel expenses (overseas territories, Quebec, or elsewhere) is provided, as well as coverage for one additional trip during the term of office.

Compensation for time spent participating in meetings and coordinating the project is provided according to the scale established by the Board of Directors of Santé publique France.

Specific compensation for loss of income is provided for self-employed individuals.

Personal Data

Your personal data is processed under the responsibility of Santé publique France. The processing is based on the implementation of pre-contractual measures related to the applicant’s application to the committee.

  • For unsuccessful candidates:

    • CVs and application materials will be deleted within three months following the conclusion of the selection process

  • For successful candidates on the committee:

    • CVs and application files will be retained for up to one year after the end of the term of office in connection with your participation on the committee

    • certain financial documents (bank account information, proof of identity, etc.) that may be requested from you at a later date, as they are necessary for the reimbursement of your travel expenses and compensation, must, in accordance with the law, be retained for 5 years after the final payment.
