Santé publique France is France’s national public health agency. A public institution under the authority of the Minister of Health, formed through the merger of several public institutions and established by Ordinance 2016-246 of April 15, 2016, the agency works to promote public health. As a scientific, expert, and public health safety agency, its missions include:
- Epidemiological observation and surveillance of the population’s health status;
- Monitoring health risks threatening the population;
- Promoting health and reducing health risks;
- Developing prevention and health education;
- Preparation for and response to health threats, alerts, and crises;
- Issuing public health alerts.
The agency is organized into 12 departments—some scientific, some cross-functional, and some providing operational support.
The agency’s strategic priorities and work program, established by its Board
of Directors, are organized into three areas: Strengthening the capacity for anticipation and rapid response to health threats; Measuring and assessing the extent of diseases and risk factors to guide their prevention and control; Strengthening the health impact of all public policies and the prevention and promotion of health.
Regional Directorate (DiRe)
Mission and Activities
The Deputy Director, with the support of the Regional Delegates, will contribute to the following activities of the DiRe directorate.
- Development and oversight of the department’s work program:
- Defining and implementing the division’s strategic priorities as part of the agency’s programming process, in coordination with other thematic divisions
- Define the annual work program with the Regional Delegates and help ensure the coherence of the Directorate’s programming
- Develop a prioritization process within the Directorate
Ensure cross-functional coordination of activities among the Regional Units - Monitor regional programs and scientific outputs, in coordination with the department’s administrative and financial coordinator
- Implement monitoring and performance indicators for the Directorate’s activities
- Monitor and develop skills in line with the Agency’s HR strategies (GPEC)
- Provide scientific support for projects led by regional teams
- Promote the department’s activities both internally and externally
- Take charge of certain activities:
- Represent the Agency at institutional or scientific events
- Serve as the liaison with the Agency’s support departments (IT, HR) to facilitate support for regional teams
- Manage teams in collaboration with the director:
- Providing support and advice to regional representatives on institutional, scientific, and managerial issues, among others
- Lead the team of regional unit managers
- Lead the management team
- Define and implement, in collaboration with regional representatives, a strategy for developing employee skills
- Participate in governance bodies:
- Executive Committees (Agency Executive Committee); Executive Seminars; DiRe Executive Committee;
- Program steering committees for various departments; Regional steering committees (meetings between SpFrance’s senior management and the general managers of the Regional Health Agencies).
This position requires travel within mainland France and to the overseas territories.
The incumbent will participate in any activity falling within the scope of Santé publique France’s missions and within the scope of their expertise if necessary, particularly in emergency or crisis situations or when required by operational needs. The duties, activities, and objectives described above are subject to change, particularly in light of periodic revisions to the agency’s strategic directions and program of activities. The employee may be required to participate in other projects as needed.
