SimSmoke France: Description of a Model for Simulating Tobacco Control Policies.

For France’s future tobacco control policy to be effective, appropriate monitoring and evaluation programs must be implemented. This article describes the development of a model that simulates the future impact of tobacco control measures on smoking prevalence and associated premature mortality in France. This model was designed based on SimSmoke, a tobacco control policy evaluation model developed for several countries, including the United States. SimSmoke France incorporates French data on its population, smoking rates, and tobacco control policies. It evaluates, both individually and in combination, the effect of seven types of tobacco control measures: taxation, smoking bans, media coverage, advertising bans, health warning labels, smoking cessation assistance, and policies regarding youth access to tobacco products. Simsmoke France also examines the relationship between the impact of these policies and population demographics, how the measures are implemented, the existence of other policies, and the duration of their application. Furthermore, this model will be used to identify areas where there is a lack of relevant information for both model development and policy design. (R.A.)
