Impact of a National Campaign to Promote Youth Consumer Consultations

OBJECTIVE: Through personalized consultations with a professional, the Consultations Jeunes Consommateurs (CJC) offer young people and their families the opportunity to assess their level of substance use and potential addiction. A mass media promotional campaign for this service was launched twice in 2015. This article aims to evaluate the impact of this campaign on the visibility of the CJC among parents of adolescents and on access to the CJC. METHODS: Three sources were used: 1/ a study with three independent phases (before the campaign, after the first launch, after the second launch) conducted by telephone with 500, 500, and 531 parents and adolescents to evaluate the impact on the CJC’s visibility among the target audience, 2/ data on requests from the helpline and web service (Drogues Info Service), linked to the campaign, to observe changes in profiles and numbers, 3/ a study of the CJC, gathering information from 3,747 consultations, to compare the profiles of clients who came as a result of the campaign versus those who did not. RESULTS: Before the campaign, 15.98% of parents had already heard of the CJC. After the campaign’s launch, this percentage remained unchanged among parents not exposed to the campaign and exceeded 60% among those who were exposed. The other sources indicated greater parental involvement and a diversification of reasons for consultations. CONCLUSION: The campaign increased awareness of the service among parents (the target audience). Secondary analyses suggest that the campaign made it easier for parents—as well as for cocaine users—to use CJCs.
