The Need for Complementary Environmental and Health Approaches in the Management of Contaminated Soil: The Case of Saint-Laurent-Le-Minier

The policy on the management of contaminated soil, established by the circular of February 8, 2007, emphasizes the need to address soil contamination from both environmental and health perspectives. The pilot site in Saint-Laurent-le-Minier (Gard) provided an opportunity to illustrate the implementation and importance of this approach for optimizing environmental management measures and public health support for local communities. This municipality has a history of mining activities involving the extraction and processing of Pb/Zn ore and is characterized by soils with high geochemical levels of trace elements, particularly near the surface. At the same time, a screening for lead poisoning revealed elevated levels of lead in the blood of children in the municipality. This dual independent assessment led to an initial series of environmental and health management measures, which were also implemented independently. These measures imposed significant restrictions on both municipal and private interests, necessitating an analysis of the relevance of maintaining these measures and a review of population health monitoring. The combination of environmental and health expertise was then proposed for both risk assessment and risk management. This integration of approaches highlights their complementary nature in improving the understanding of exposures and the adaptation of measures to reduce them. The concept of exposure lies at the intersection of environmental and health issues.
