Santé publique France, with support from the Ministry of Solidarity and Health, the Ministry of the Interior, the Ministry of Sports, and the Ministry of Ecological Transition, conducts the NOYADES survey throughout the entire country (mainland France and overseas territories) from June 1 to September 30. This survey identifies all drowning incidents, regardless of cause (accidental, suicidal, criminal, or undetermined), that are handled by an organized emergency response service and result in hospitalization or death.
The initial results released today report a total of 654 drowning incidents in France between June 1 and July 5, including 314 documented accidental drownings, 79 of which resulted in death (25%). Compared to the same period in 2018, the number of accidental drownings increased by 22% (from 257 to 314) and the proportion of fatalities by 58% (from 50 to 79). These drownings occurred as restrictions implemented to manage the COVID-19 pandemic were lifted, which may have led to a significant reduction in physical activity and weight gain among the French population. It is therefore crucial to remind people of all ages about drowning prevention measures, emphasizing the importance of taking into account each individual’s physical fitness and health status.
Numerous accidental drownings between June 1 and July 5, 2021
In 2021, the two age groups most represented among accidental drownings were children aged 0 to 5 (21%) and people aged 65 and older (25%).
Fatal drownings are more common among those aged 45 and older compared to other age groups: 19 deaths (24%) among those aged 45–64 and 27 deaths (34%) among those aged 65 and older. Deaths in rivers and bodies of water accounted for 44% of all deaths, and unlike in 2018, these deaths involved not only adults but also children and adolescents.
Accidental drownings were more frequent in coastal regions, particularly in Provence-Alpes-Côte d’Azur and Occitanie, compared to other regions, as well as in the Auvergne-Rhône-Alpes region, an inland region with numerous rivers and bodies of water.

Epidemiological surveillance of drowning incidents. NOYADES 2021 Survey. June 1–July 5, 2021
What kind of surveillance is needed to prevent drownings?
This survey is conducted in mainland France and overseas territories from June 1 to September 30, 2021. It is based on information collected through questionnaires administered to emergency services to ensure the greatest possible completeness. It enables the counting of drowning incidents and the description of their characteristics, locations, and circumstances.
Data collection is carried out by emergency services: the Departmental Fire and Rescue Services, the Paris Fire Brigade, the Marseille Marine Fire Brigade, the SAMU-SMUR, as well as hospital and clinic emergency departments and intensive care units, the gendarmerie, the police and CRS lifeguards, the National Society for Sea Rescue, the Regional Operational Centers for Surveillance and Rescue, and other organizations.
For a gradual and safe return to swimming, especially after a period of reduced or no physical activity:
Take your fitness level into account;
Do not swim if you are experiencing any physical discomfort (fatigue, health issues, chills, muscle soreness, etc.);
Adjust the intensity of your swim to your abilities and do not overestimate your swimming level. When resuming swimming after a break, focus on short distances. Before going for a swim, make sure your physical condition allows you to do so. Remember that swimming in natural bodies of water (sea, lake, river) is more difficult and tiring than in a pool;
Don’t hesitate to consult a doctor for guidance as you resume swimming.
Swimming involves risks at any age, but simple precautions can be taken to ensure safety.
For young children:
Teach children to swim as early as possible and help them feel comfortable in the water from a young age
Supervise children at all times, always stay close to them when they are playing near the water, and swim with them when they are in the water
Each child must be supervised by a single adult who takes responsibility for them
Exercise particular caution when swimming in above-ground (non-inground) pools that lack safety features
For adults:
It’s never too late to start learning to swim
Check the weather conditions and, in general, follow safety guidelines, respect swimming bans, and choose supervised swimming areas marked by swimming flags, where rescue teams can respond more quickly
Let a family member or friend know before going swimming
Enter the water gradually, especially after prolonged sun exposure
Avoid drinking alcohol before swimming
