Santé publique France is France’s national public health agency. A public institution under the authority of the Minister of Health, formed through the merger of several public institutions and established by Ordinance 2016-246 of April 15, 2016, the agency works to promote public health. As a scientific, expert, and public health safety agency, its missions include:

  1. Epidemiological observation and surveillance of the population’s health status;
  2. Monitoring health risks threatening the population;
  3. Promoting health and reducing health risks;
  4. Developing prevention and health education;
  5. Preparation for and response to health threats, alerts, and crises;
  6. Issuing public health alerts.

The agency is organized into 12 departments—some scientific, some cross-functional, and others providing operational support.

The agency’s strategic priorities and work program, established by its Board of Directors, are organized into three areas: Strengthening the capacity for anticipation and rapid response to health threats; Measuring and assessing the extent of diseases and risk factors to guide their prevention and control; Strengthening the health impact of all public policies and the prevention and promotion of health.

Directorate for Health, Environment, and Labor (DSET) - “Quality of Living and Working Environments and Population Health” Unit

Responsibilities

Within the “Quality of Living and Working Environments and Public Health” unit, the project manager will be responsible for coordinating the activities of the Air and Health Monitoring Program (Psas).

Established in 1997 under the Laure Act, this program aims, on the one hand, to monitor and characterize the short- and long-term effects of ambient air pollution on health and, on the other hand, to assess the impact of ambient air pollution on health and the benefits of implementing management measures. The PSAS thus aims to better understand the health impacts of ambient air pollution and to develop advocacy arguments useful for evaluating and shaping public policies with the goal of protecting public health. The activities involve collaboration with numerous regional partners (AASQA, ORS Île-de-France, etc.), national partners (INERIS, Météo France, ADEME, etc.), and international partners (European Environment Agency, WHO, etc.).

Responsibilities

Reporting to the unit head, the project manager will, in collaboration with those
involved in the various projects:

  • Coordinate epidemiological studies on ambient air pollution and population health through the collection, analysis, and interpretation of data. This activity specifically involves gaining knowledge about the health effects of ambient air pollution, developing concentration-risk functions (CRFs) for health and ambient air pollution indicators, etc.;
  • Coordinate quantitative health impact assessments (QHIA) related to ambient air pollution. This activity specifically involves quantifying the burden of exposure to ambient air pollution and the expected health benefits of actions aimed at reducing pollution levels, as well as the development and regular updating of appropriate guidelines and tools for conducting HEIAs-ambient air pollution;
  • Coordinate the thematic support committee, composed of scientific experts from
    outside the Agency, which reinforces the project team;
  • Co-lead, together with the Regional Directorate, the internal Air and Health working group, whose primary mission is to maintain coordination and consistency among national,
    regional, and international efforts;
  • Continue to develop partnerships and actively participate in thematic networks at the national and international levels;
  • Participate in the promotion and presentation of the work;
  • Be a source of proposals regarding the future development of the thematic area. In particular, the project manager may propose ways to incorporate and develop innovative methods within the program to optimize the cross-referencing and interpretation of environmental and health databases.

Furthermore, the work carried out by the project manager must be integrated into other activities of the Agency and the Directorate, particularly those related to the impact of climate change on health and health-promoting urban planning.

With regard to the general missions of Santé publique France, the Directorate, and the unit, the project manager will:

  • Represent Santé publique France in certain national or international bodies (working groups, scientific advisory boards, and steering committees);
  • Attend unit and directorate meetings, as well as cross-functional working groups;
  • Provides support in receiving and routing reports and requests received by the department;
  • Provide support on any matter falling within the agency’s mandate as
    needed (including occasional on-call duties).
