Santé publique France is France’s national public health agency. A public institution under the authority of the Minister of Health, created through the merger of several public institutions by Order No. 2016-246 of April 15, 2016, the agency works to promote public health. As a scientific, expert, and public health safety agency, its missions include:

  1. Epidemiological observation and monitoring of the health status of the population; 
  2. Monitoring health risks threatening the population;
  3. Promoting health and reducing health risks;
  4. Developing prevention and health education;
  5. Preparation for and response to health threats, alerts, and crises;
  6. Issuing public health alerts.

The agency is organized into 12 scientific, cross-functional, or support divisions.

The agency’s strategic priorities and work program, established by its Board
of Directors, are organized into three areas: Strengthening the capacity for anticipation and rapid response to address health threats; Measuring and assessing the extent of diseases and risk factors to guide their prevention and control; Strengthening the health impact of all public policies and the prevention and promotion of health.

Regional Directorate (DiRe)

Responsibilities

Reporting to the Regional Unit Manager, the successful candidate will carry out
the Regional Unit’s work related to health monitoring and early warning, particularly in
relation to the environment, the provision of regional health indicators, and support
for regional health policies included in the
Regional Unit’s annual work program. Approximately 40% of the work will also be dedicated to co-managing the national surveillance system for lead levels in children.

Activities

  • Contribution to the analysis of health signals (particularly in the field of
    environment-related diseases) with partners:
    • handling of a health alert and epidemiological follow-up (definition of appropriate methodology
      , conducting the associated investigation, synthesis and
      communication of investigation results);
    • regional coordination of health surveillance and alerts (participation in thematic working groups, development of tools, facilitation of training sessions, literature review);
  • Contributing to the implementation and coordination of regional surveillance
    programs in the field of environment-related diseases, including lead
    poisoning and Legionnaires’ disease, and proposing preventive measures.
  • Leading or contributing to the conduct of epidemiological studies as needed, including
    their administrative and budgetary aspects.
  • Providing support and representation to regional partners and in local thematic committees
  • Drafting of publications: reports, scientific articles, and presentations.
  • Participation in the regional unit’s on-call shifts and national epidemiological on-call
    duties.

The successful candidate will represent the agency with regional partners
on these topics. They will also participate in the supervision of residents, interns, and research technicians, as well as training activities with partners.

The successful candidate will devote part of their time (approximately 40%) to the
National Surveillance System for Lead Levels in Children (SNSPE), working in tandem with the
health-environment liaison from the Regional Directorate:

  • data processing, production, and interpretation of indicators;
  • co-facilitating the internal “lead poisoning” working group;
  • participating in technical exchanges with national partners (DGS, ANS,
    CAPTV);
  • supporting planned developments of the SNSPE.


She will participate in any action falling within the Agency’s mandate if necessary in a crisis situation, within the limits of her expertise.
