Santé publique France is France’s national public health agency. A public institution under the authority of the Minister of Health, formed through the merger of several public institutions and established by Ordinance 2016-246 of April 15, 2016, the agency works to promote public health. As a scientific, expert, and public health safety agency, its missions include:

  1. Epidemiological observation and monitoring of the health status of the population; 
  2. Monitoring health risks threatening the population;
  3. Promoting health and reducing health risks;
  4. Developing prevention and health education;
  5. Preparation for and response to health threats, alerts, and crises;
  6. Issuing health alerts.

The agency is organized into 12 departments—some scientific, some cross-functional, and some providing operational support.

The agency’s strategic priorities and work program, established by its Board
of Directors, are organized into three main areas: Strengthening the capacity for anticipation and rapid response to address health threats; Measuring and evaluating the extent of diseases and risk factors to guide their prevention and control; Strengthening the health impact of all public policies and the prevention and promotion of health.

Accounting Firm 

Responsibilities 

  • Working as part of a three-person team with the accounting officer and his or her authorized representative, the SFACT
    manager is responsible for overseeing the technical, regulatory, and human resources aspects of the department, drawing on in-depth expertise. If necessary, he or she may serve as a substitute for
    the accounting officer during absences.

Responsibilities

  • Organize, coordinate, and manage the SFACT in accordance with the accounting officer’s directives;
  • Verify, settle, and approve operating and capital expenditures in accordance with applicable regulations—particularly those governing public procurement—and accounting and budgetary quality standards;
  • Reconcile invoices received via Chorus Pro and the Serensia system with commitments, services rendered, and supporting documents for verification prior to validation in the financial and accounting management software (CEGID XRP);
  • Implement the internal control system and, in particular, ensure the traceability of controls;
  • Suspend or reject non-compliant invoices, monitor the resolution of payment suspensions, manage follow-ups with the authorizing officer, and oversee the processing of supplier reminders;
  • Contribute to maintaining good relationships with suppliers;
  • Analyze and reconcile third-party account balances (variance analysis and proposed resolution);
  • Lead and manage the unit (5 people): Organize, direct, coach, train, support, assign tasks, and prioritize.
  • Help ensure the accuracy of the supplier database and associated bank account information, and provide technical support to department staff;
  • Provide activity reports to the accounting officer;
  • Participate in the Agency’s various meetings and committees related to finance and management;
  • Provide expertise and advice to various departments (CFO, CEO, etc.);
  • Contribute to regulatory monitoring;
  • Contribute to the ongoing improvement of financial risk management, in collaboration with the Agency’s Level 2 internal control officer and other departments (particularly the CFO’s office);
  • Participate in the development of procedure manuals with the team;
  • Participate in the ongoing development and corrective work on Santé publique France’s financial information system (CEGID XRP), particularly with regard to ensuring the native reliability of GBCP reports and the deployment of INFINOE.
