Evaluation of the surveillance network for multidrug-resistant bacteria in healthcare facilities in France: the BMR-Raisin network in 2009.

Introduction In 2008, the French Institute for Public Health Surveillance (InVS) undertook an evaluation of the surveillance systems in which it participates, using a standardized common methodology, with the aim of identifying their strengths and weaknesses. This article presents the main results of the first evaluation conducted: that of the surveillance network for multidrug-resistant bacteria within the Network for Alert, Investigation, and Surveillance of Nosocomial Infections (BMR-Raisin network). Methods This qualitative evaluation, conducted by three evaluators, consisted of two phases: 1) telephone interviews using standardized questionnaires with network participants and users of the data produced, and 2) analysis of documents provided by the network’s coordination team and guided interviews with that same team. The criteria analyzed were the network’s utility, the achievement of its objectives, its operation, and its technical performance. Results This network possesses a substantial historical dataset and was deemed highly useful and effective for MDR surveillance in France. It has raised awareness among policymakers and healthcare facilities regarding the prevalence of MDR infections. It is perceived by its participants as simple and acceptable, with a high participation rate. A few weaknesses were identified and addressed with recommendations, notably to better define the surveillance objectives, clarify the national protocol, and expand the content of the annual national report. Conclusion The BMR-Raisin network was evaluated using a standardized approach based on various criteria by a team of experts. The recommendations resulting from this evaluation should optimize its operation. This initial evaluation paves the way for the evaluation of other surveillance systems partnered with the InVS.
