Occupation-Exposure Matrices (OEM) and Culture-Exposure Matrices (CEM) at Santé publique France: Current Status and Outlook

In 2022–2023, the Health, Environment, and Occupational Health Directorate of Santé publique France launched a review of the job-exposure matrices (JEM) and crop-exposure matrices (CEM) produced as part of the Matgéné and Matphyto programs. The various stages of this review consisted first of all in assessing the production and use of the matrices produced by Santé publique France, followed by a review of existing matrices in France and internationally. In the third stage, a consultation was conducted with stakeholders in the field of occupational health (institutional sector, occupational health prevention, and research) to identify—particularly regarding the matrices developed by Santé publique France—their level of knowledge, interest, and usage, and to identify their needs and expectations. During this consultation, twenty structured interviews were conducted. The various elements gathered during these interviews were classified into three categories (current limitations of the matrices, identified strengths, expressed needs). This work made it possible, in particular, to establish that the MEE and MCE produced by Santé publique France represent one of the few French resources capable of documenting occupational exposures in the population in a quantitative and historical manner. Their production must continue, with the implementation of certain necessary adaptations—some of which are complex—in order to better meet the needs of stakeholders in the occupational health field in particular. Following this analysis, Santé publique France plans to create a network initially dedicated solely to EMEs, bringing together producers, users, and holders of relevant data. This network would facilitate the pooling of methods and resources for matrix production, as well as the coding and transcoding of occupations and sectors of activity; it would also help establish priorities for future work and enable the sharing of experiences, practices, and knowledge. The goal is to ultimately increase the visibility, utility, and use of the matrices themselves or the indicators made available by stakeholders in occupational health prevention or in support of public policies.
