2024 Work Plan. Santé publique France.

Santé publique France’s overall mission is reflected in this 2024 work program, which this document summarizes and illustrates through specific projects. It aims to ensure, throughout the country, a responsive and appropriate response to threats to the health of our fellow citizens, as well as the provision of tools—whether individual or collective—to promote environments and behaviors conducive to better health for all.

This challenge arises against a backdrop of global changes—both already visible and yet to come—including climate, environmental, and societal shifts, which require us to anticipate their effects on health in order to mitigate impacts and help the population adapt to new risks.

Similarly, the expectations of our clients, partners, and stakeholders are high, both at the national and regional levels, and require Santé publique France to be an agile organization capable of meeting them, while strengthening its expertise and decision-support capabilities, particularly in 2024, a year marked by the preparation for and hosting of major sporting events.

Achieving these objectives ultimately requires close collaboration among various stakeholders—data producers, decision-makers, healthcare professionals, elected officials, civil society organizations, and citizens—at both the national and international levels. This is why all of this work will be carried out with a focus on public health continuity, in coordination with other actors in this field, guided by the principles of prioritization, resource reallocation, and knowledge sharing.

This work program is part of this overall trajectory, while also fitting within the framework of strong, cross-cutting strategic priorities: excellence in expertise, openness to all segments of society, and innovation in all its dimensions, including organizational innovation.

Thus, building on the work already initiated, several major areas of development will be underway in 2024.

First, a strong commitment to coordinating and strengthening monitoring and surveillance systems, notably through the continuation of an integrated surveillance approach for the prevention of winter epidemics such as influenza, RSV, and COVID-19, and a drive for innovation and partnership with the research community, such as with the Emergen Consortium, in close collaboration with ANRS-Emerging Infectious Diseases, or the deployment of the Sum’eau wastewater surveillance system, in conjunction with ANSES.

As part of a comprehensive modernization strategy, the agency is also committed to continuing efforts to modernize its information systems in order to strengthen its operational efficiency and its responsiveness to health emergencies; this will notably be the case with the development of a new information system for the health reserve.

With the aim of reducing risk factors and fostering environments conducive to health, the agency is committed to a “One Health” approach.
