Expert opinion on the evolution of public discourse regarding alcohol consumption in France
Several developments have prompted a reassessment of the public discourse on alcohol, which is shaped by the statements, writings, and actions of official bodies (drinking guidelines, social marketing, information campaigns, health warnings, and regulations). In recent years, several countries have revised their drinking guidelines. The British released their revised guidelines in January 2016. The Health Care Modernization Act, enacted on January 26, 2016, introduced legislative changes. One of these provisions imposes heavy fines for encouraging minors to consume alcohol. Another distinguishes between, on the one hand, advertising and promotion and, on the other hand, information about alcohol production in the context of cultural, gastronomic, or scenic heritage, which is permitted. A report by the Court of Auditors published in June 2016 contains proposals to strengthen the fight against harmful alcohol consumption. Consequently, the Directorate General for Health and the Interministerial Mission for the Fight Against Addictive Behaviors have consulted Santé publique France and the National Cancer Institute to obtain recommendations for renewing the public discourse on alcohol in France.
