Call for Nominations for the Renewal of the National Expert Committee on Maternal Mortality (CNEMM)
Santé publique France is inviting applications for the renewal of the National Expert Committee on Maternal Mortality. Application deadline: February 15, 2024.
Application Guidelines
The application package must include:
a cover letter including professional and personal contact information, an email address, and a cell phone number1
a resume a list of works/publications from the past five years in the field of public health or maternal health (maximum of 15 references)
a public declaration of interests to be completed on the DPI portal

Required Qualifications
Given the diversity and complexity of the cases submitted to the committee, qualified members of the CNEMM must possess expertise in obstetrics, anesthesia and/or obstetric critical care, internal medicine in an obstetric setting, perinatal psychiatry, cancer and pregnancy, epidemiology, and public health.
This call for applications is for 18 qualified experts in the following specialties: 6 obstetrician-gynecologists, 6 anesthesiologists-intensivists, including 1 intensivist (whose primary practice is in an intensive care unit), 2 midwives, 1 internal medicine specialist, 1 specialist in cancer and pregnancy, and 2 psychiatrists with solid clinical experience in obstetrics, preferably in France.

In June 2014, the Directorate General for Health entrusted Santé publique France with the leadership of the National Expert Committee on Maternal Mortality (CNEMM). This expert committee is responsible for analyzing the data collected during the confidential investigation of deaths among women that occurred during pregnancy or up to one year after childbirth. The operational implementation of this committee is carried out by the Perinatal, Obstetric, and Pediatric Epidemiology Research Team (EPOPé) of Inserm Unit U1153.
National Confidential Survey on Maternal Mortality (ENCMM)
Since 1996, the ENCMM, a permanent system for in-depth study of maternal mortality in France, has aimed to:
to identify all deaths of women occurring during pregnancy or up to one year after childbirth
to document, through a confidential investigation, each identified case, with the participation of medical assessors responsible for gathering information
to characterize the epidemiology of maternal mortality and its trends: number of cases, risk factors, and causes. This expert review process also includes analyzing the circumstances surrounding the deaths and the care provided to the deceased women. The National Committee of Experts on Maternal Mortality (CNEMM) contributes to this phase to ultimately identify areas for improvement.
The CNEMM’s missions are:
The confidential analysis, characterization, and classification of all maternal deaths in France, based on data from the confidential national survey on maternal deaths (ENCMM).
Identifying the factors contributing to these deaths.
Proposing preventive measures regarding maternal mortality.
Preparing a triennial report on the epidemiological profile and causes of maternal mortality, and trends in these areas.
The CNEMM comprises 20 members, including 18 qualified experts appointed by decision of the Director General of Santé publique France and two ex officio members.
The ex officio members are:
An epidemiologist from the EPOPé team appointed by the Director of ITMO-Public Health at Inserm.
An epidemiologist from CépiDC appointed by the Director of the ITMO-Public Health division of Inserm.
The following are appointed as qualified experts:
Six obstetrician-gynecologists
Six anesthesiologists and intensivists, including
One intensive care specialist (whose primary practice is in an intensive care unit)
Two midwives
One internal medicine specialist
One specialist in cancer and pregnancy
Two psychiatrists
The qualified members of the CNEMM are appointed for a term of three years.
Membership on the CNEMM is incompatible with membership on any other Agency body and with any contractual relationship with the Agency.
Qualified individuals serve in their own capacity and may not be replaced.
The replacement of a qualified expert in the event of termination of duties during the term of office is carried out under the same conditions as the initial appointment for the remainder of the term.
Appointment
CNEMM members are appointed by the Director General of Santé publique France for a term of three years.
As part of this call for applications, the qualified candidate sought will serve until April 2027, the end of the three-year term.
Required Availability
Following their appointment, the expert commits to participating in four to six plenary committee meetings per year (in person or via videoconference), including reviewing case files prior to the meeting (15 to 20 per session), drafting a summary for the cases presented (approximately three per session), contributing to discussions, classifying the reviewed cases, and approving the meeting minutes.
They also commit to participating in the final drafting of the summary report (once every three years), particularly with a view to establishing recommendations for priorities in perinatal health policy.
Compensation and Travel Expenses
Travel expenses and meals during sessions are fully covered by Inserm. Compensation for loss of income in the case of private practice and compensation for time spent participating in meetings and for work performed will be based on the scale established by the Board of Directors of Santé publique France.
Independence and Public Declaration of Interests
The financial interests of expert committee members are reviewed by Santé publique France’s Internal Ethics Committee and may, where applicable, be deemed a conflict of interest.
Members of Santé publique France’s expert committees must comply with current best practices for preventing conflicts of interest; in particular, they may not serve on industry boards or receive personal compensation from companies in the committee’s field of work during their term of office.
Only complete applications will be considered.
The selection of applications for the CNEMM will be conducted by a jury convened by the Agency and Inserm, based on the information provided in the cover letter and CV, the candidates’ alignment with the required skills, an analysis of conflicts of interest, and the necessary multidisciplinary and diverse composition of the group to address the full scope of the issue at hand.
Please note: Given the ethical principles applicable to Santé publique France, the receipt of personal remuneration from industry players within the scope of the committee’s missions and participation in scientific or strategic advisory activities for these same industry players constitute a clear conflict of interest incompatible with appointment to the committee.
Declarations of interest will be reviewed by the Internal Ethics Committee of Santé publique France.
Candidates will be informed of the outcome of the review of their application via email from the committee secretariat.
Members of the Scientific Council, the Ethics and Professional Conduct Committee, and the Steering and Dialogue Committee of Santé publique France, as well as staff of the Regional Health Agencies (ARS) and the central administration of the Ministry of Health, are not eligible to apply.
The exclusion criteria apply to candidates who have not been professionally active for more than three years, as such situations do not allow for the updating of their skills and knowledge in their field.
Your personal data is processed under the responsibility of Santé publique France. This processing is based on the implementation of pre-contractual measures related to the applicant’s application to the committee.
For unsuccessful candidates:
CVs and application materials will be deleted within three months following the conclusion of the selection process
For successful candidates on the committee:
CVs and application materials will be retained for up to one year after the end of the term in connection with your participation on the committee
certain financial documents (bank account information, proof of identity, etc.) that may be requested from you at a later date, as they are necessary for the reimbursement of your travel expenses and compensation, must, in accordance with the law, be retained for 5 years after the final payment.
